The overall goal of “OPENS19”is the creation of opportunities for young people.As young people face many daily life challenges,the initiatives of OPENS19 aim at creating spaces to celebrate young people’s energy,enhance their creativity,develop ideas and further improve discussions with the policy makers.The program has 7 pillars following the motivation and objectives of the programme:
(1)Celebrating young people’s energy,(2)Boosting Innovations and creativity,(3)Promoting Europe and its values,(4)Diverse young people in diverse societies,(5)Increasing youth participation,(6)Straightening youth NGOs and (7)Towards more inclusive youth policies.
Projects will be realized during the following years:
“Opening Doors” will be the central awareness campaign dedicated to promoting successful young people in different areas.It will be a campaign designed for the TV,Internet,Radio and Street advertisements covering all Serbia and future youth capitals.
A TV show will be created dedicated to youth related activities that will be broadcasted online on YouTube and on public broadcasting service RTV.It will cover different aspects of youth life education,scholarships,internships,job,leisure time and travelling.
The Song contest“OPENING DOORS FACTOR” will be realised in cooperation with the National television of Serbia in order to stimulate young people to share their music talents and ideas for a happier NS;
“PEOPLE OF NOVI SAD” - a website with the idea to promote diversity of the city by telling stories of its people - settlers or newcomers, different nationalities, religions and orientations.
“Silent disco” is a party realized using silent headphones, which is an eco and community friendly way to party. It is previewed to implement 24 disco parties in the region (Serbia,Romania,Montenegro,FYROM/Macedonia,BiH,Croatia,Bulgaria,Slovenia,Kosovo,Albani a) gathering at least 600 young people at each party. The silent disco will be used to present and promote healthy lifestyle and well being of young people,with the motto:“Have fun and remember!”.
“MY HERO” is an action to be carried out in cooperation with RTV Vojvodina with the aim to stimulate citizenship and community spirit where new role models will be presented. Young people involved will be presenting their cousins,neighbors and teachers.
Cultural centres of Novi Sad will open their doors to young musicians willing to practice and invest time in creating music.With space available for youth to practice and be creative,we will give additional boost to the flourishing of the music scene that is presented every year in December at a big event called “The Concert of the year”,happening since 1993.
CREATIVE YOUTH POLIS- an abandoned factory will become a place where Youth and Creative Centers will be formed.This complex will become a small youth town in Novi Sad,offering artistic expression,workshops,conferences,accommodation, restaurants,cinemas and music events year-round.YOUTH POLIS will be a place for creative industry,entrepreneurship development of youth but also a place for youth organizations.Annex 4.4.4.
The venue will serve as an “Out of the Box” place where young people will be able to explore their ideas,relations,fears and dreams through an interactive platform and new technology and turn them into fun.The venue will be developed in cooperation with CSO and business entrepreneurs:
In cooperation with the “Serbian Pupils Theatre Novi Sad” this action aims at mobilising primary school students from Vojvodina region to showcase optimistic ideas about “how NS should look like” to be a happier city.
The idea for this activity is to connect “OPENS19” with the already exiting cultural activities in the framework of “Novi Sad-European Capital of Culture 2021” in order to explore the role of culture in generating more youth opportunities.Annex 4.4.5.
In order to provide full access to information the City will,with its partners,provide free Internet access to all citizens of Novi Sad.
In order to promote young people as a positive “element” of society,this activity will gather street artists around the idea to paint “1000 doors” in Serbia and its neighbouring countries (B&H, Croatia, Romania, Montenegro, FYROM/Macedonia and Hungary).The project will be implemented with youth NGOs working with street artists.
In order to promote youth as a catalyst of positive changes in the regional context,exhibition on the history of youth activism from the region will travel around the region visiting the following cities:Novi Sad, Vukovar, Ljubljana, Maribor, Zagreb, Rijeka, Budapest, Timisoara, Cluj Napoca, Belgrade, Sarajevo, Mostar, Banja Luka, Podgorica, Pristina, Skopje, Athens, Thessaloniki, Varna & Sofia.
The main aim of this project is to ensure that the future of the European Youth Capital initiative is effectively boosted and sustained and to promote the EYC concept outside of the youth sector in order to increase its “brand recognition”. Project previews a trip through the 47 CoE Member States and implement EYC roadshow (Exhibition & Round table) in collaboration with the European Youth Forum and the National Youth Councils (NYC) from those countries.
A Four Days Conference will gather 200 young leaders from all continents to discuss the roles of young people in addressing global challenges locally.The main outcome will be a declaration to be used in advocacy purposes at the UN and European level.
During the COMEM of the European Youth Forum,the Conference dedicated to the future visions of Europe will be held in Novi Sad,gathering representatives of young people from Europe and Ministries responsible for youth.The lack of discussions about the Europe has lead to some disintegration processes and such a conference will try to fill the gap by creating spaces for new ideas.
Danube, a river that connects almost 30 cities from Germany to Bulgaria, also passes though Novi Sad.In July 2019, Student Associations, Youth led organisations and informal groups from 10 countries will gather to discuss, plan and come up with “50 bright ideas” on how to connect Europe better,based on innovative sustainable ideas.
In cooperation with EXIT festival,47 young people from CoE member states will be invited free of charge to come to NS during EXIT festival to showcase their talents and bring something innovative that is “opening doors” for young people. Annex 4.4.8.
In partnership with the Touristic organization of NS,special offers targeting youth from Europe will be developed incorporating music,film and cultural festivals, nightclubs and social life (ie: biking tours,mountain hikes,etc).The destination will be promoted at main European fairs and touristic events using young people's’ ideas,stories and projects. OPENS will have its presentation stage during European festivals (e.g. Awakenings/Holland, Sziget/Hungary, Tomorrowland/Belgium).
A city is happy only if its entire people are happy.Loud and proud will promote diversity by connecting different identities and therefore making Novi Sad a safe and happy place for vulnerable groups:young newcomers, refugees, LGBTIQ+ youth. This programme will tackle stereotypes, existing xenophobia and homophobia community feelings.
EUROGAMES2019 is a Non-Formal Education Manual initially built in 1993 and adapted during 2009 by YEU International, used for educational work with young people with disabilities. The project will introduce the manual in 50 schools in Serbia and region in order to support teachers in their work with young people with disabilities.
The project “Roaming” is built on the need to develop the capacity of Roma CSOs situated in Western Balkan countries (Serbia, BiH, Albania, Montenegro and FYROM/Macedonia) to more effectively utilize EU funding and build effective advocacy initiatives and in that way bring more European perspective to the local Roma communities.
The speech contest will be organised in Novi Sad where the best rated 20 young female from European countries will be making 5’ min speeches on different topics related to woman empowerment.The project objective is to promote the feminist movement and motivate young professionals to engage in empowerment of women in society.
Novi Sad is a city that has always been accepting newcomers (NS hosted thousands of refugees from ex-YU wars. Following successful stories around Europe where locals and newcomers were brought together for welcoming dinner, we will organize our own version of “Dine with us” which will end in neighbourhood celebrations and getting to know each other.
This is an initiative aiming to assist and support young refugees and asylum-seekers living in Novi Sad. The aim is to provide spaces for them to contribute to the community, and regain their dignity and autonomy through short-term volunteer engagements at youth NGOs at the local level.
The NS Human Library is the project designed to build a positive framework for conversations that can challenge stereotypes and prejudice through a dialogue. The Human Library is a place where real people are on loan to readers. During 2019,we will organize 12 sessions in 6 ex-Yugoslavian republics in order to promote tolerance and understanding, break the stereotypes between the nations.
Traditional Global Pride that celebrates diversity and advocate for LGBTQI+ rights around the globe will take place in Novi Sad in cooperation with Belgrade Pride.
The online campaign “Voting Opening Doors” will target young people aged 18-21 who are voting for the first time in order to promote participation in the political life.The campaign will focus on young people who are not affiliated with political parties or youth NGOs, using social media and short videos.
12 thematic weekend activities will be organised to show how youth can contribute to city development, assisting authorities in making the city youth friendly, spreading good energy through street actions and celebrating healthy lifestyles.
This will involve establishing an online platform for volunteering using principles of sharing economy and “exchange networks”. The idea is to establish a platform which functions as a “bank of time” where young people could allocate a certain number of hours for volunteering.
A programme created for primary and high school students and dedicated to healthy lives:how to grow,prepare and cook healthy food,enjoy nature in the parks of Novi Sad by organizing outdoors social events.
Novi Sad is known as Balkan capital of creative industries and the aim of this activity is to gather young people from Europe who are working on different video games related to a social change and showcase good examples during the two days fair.
One of the main infrastructural investments in this project will be the finalization of the bike road allowing young people in Novi Sad to fully use it.Through bimonthly events during 2019 healthy lifestyle,street culture and activism will be promoted. Annex 4.4.6.
The idea for this activity is to connect “OPENS19” with the already exiting sports activities in the city (FC Vojvodina, Basketball Club Vojvodina, Beach volley, Handball club Vojvodina, etc.), in order to promote a healthy lifestyle and the importance of diversity in cooperation with clubs and fan’s associations.
OPENS19 will contribute to improving the practice of already successful models, like the Local Action plan for Youth and Youth office through the cooperation with local authorities. A publication of good practices will be translated into all languages of CoE member states in order to stimulate the transfer of know-how from NS to other local communities in Europe.
Besides the already existing project granting for youth CSOs,structure program granting will be introduced in order to sustain the continuity and quality of programmes for youth. These structural grants(following the European level practices of CoE and EC) will be aimed at supporting youth workers in delivering continuous services/programs targeting the needs of youth.
The already existing youthINFOpolis will be improved with greater coordination of youth actors and provision of information to youth with expanding info-points at different parts of the City.
The idea of this programme element is that youth CSOs open their doors for non-organised youth in the programmes supported by the Youth Local Action plan. Annex.4.4.7.
The idea of this action is that each local youth office organises a workshop dedicated to some of the projects inside the OPENS19.
The idea of this action is that social services offices open their doors for most excluded youth in the city, offering a one day workshop on youth opportunities.
ERASMUS PLUS OPENING DOORS is a one day conference that will create space for discussion between Balkan youth organisations, Policy makers and representatives of the Council of Europe, European Commission and European Parliament in order to evaluate the outcomes of the “Balkan window” under Erasmus Plus Programme and draft the recommendation for the future programmes.
The creation of a decision-making body in charge of defining priorities in youth policies in the city of NS with the goal to promote joint policy making and culture of dialogue between young people and policy makers.
In 2015, youth organizations and the City government agreed to establish another innovative practice - “Youth Participatory Budget”. Youth Participatory Budget will function as following: young people will propose ideas on how to use the funds and voting will be organized in the local communities of Novi Sad.
UNHEARD VOICES is one of the pillars of the programme that aims at animating young people unaffiliated with any political party or youth NGOs to get informed and become active in the political life. This will be done via workshops and parties in remote and rural areas around the least developed areas of Vojvodina, implemented by youth workers.
Once a month, the mayor of NS will host a session with 20 young people to discuss the problems and needs young people face in the city of NS and around Vojvodina. It will be coorganised by Local structure and the City Hall department for youth.
Twice a year,Prime minister of Serbia will host a session with 30 young people to discuss the problems and needs young people face in Serbia in cooperation with the cabinet of Prime Minister and KOMS.
While implementing this programme, we aim at informing 90% of citizens in Serbia about OPENS19 and involve 75% of young people from Novi Sad in the activities.Also, we aim to reach 130000 foreign young tourists visiting Novi Sad and a minimum 740000 online.
